Transferring your HCV to the City of Livermore
The incoming portability process begins once your complete portability packet is received from your current Housing Authority. Upon receipt you will be mailed an appointment letter. Please be advised that a current address needs to be provided with your portability packet.
All household information will be verified during your intake appointment. Once your paperwork is complete, you will receive a Request for Tenancy Approval form to begin the leasing process.
Be advised that we do not accept hand delivered portability packets. Your packet must be sent directly from your current Housing Authority.
If you have household composition or income changes, report them to your current Housing Authority and have the changes included in your portability packet. If there is a change that is not included in your packet, the change will not be processed until after you have moved in and have requested the change in writing.
Important Information:
Processing may take up to 30 days from the date the packet is received. Please make sure you allow enough time for the transfer to take place.
Payment Standards are not approvable rents. Rents must be rent reasonable within the area of the unit’s location, and you must be income eligible per the 40% rule, which cannot be determined until your portability packet is received and all paperwork is complete. Please contact your current Housing Authority with any questions regarding this information.

Port-outs
Transferring your HCV out of the City of Livermore
In order to determine your eligibility to transfer your HCV out of Livermore, a request to move/transfer your voucher must be submitted in writing. Once your request has been received and you are qualified to port-out, you will be given an Intent to Vacate notice.
After your Intent to Vacate has been submitted with your current landlord/owner’s signature, you will be scheduled for a move-out briefing appointment. During this appointment you will be Recertified and given a “Request for Portability” form to complete your request.
Be advised that in order to port-out you must be in compliance with all program regulations, in good standing with the terms of your lease with your landlord, and must give at least a 30-day written notice to your landlord of your intent to vacate. Note: The LHA recommends a 60-day written notice to the landlord when a participant has not yet located a suitable rental unit in the new area.
If you have not been re-certified within 90 days, please allow time for this process to take place as well. If you currently have a re-certification appointment scheduled and would like to make it sooner, please contact the appropriate staff member to facilitate your request.
After you have been recertified and all of your paperwork has been completed, please allow 7-14 days for your portability packet to be forwarded to the Housing Authority you have requested.
Since the LHA does not administer the programs of other Housing Authorities, all questions regarding next steps must be directed to the Housing Authority that serves the area to which you have requested to move.
