THE AGENCY
Since 1955, the Housing Authority of the City of Livermore, also known as Livermore Housing Authority, is a local public agency providing safe, decent, and quality affordable housing for low-income families, seniors, and persons with disabilities in the City of Livermore. Through a variety of federal, state, and local partnerships, the Livermore Housing Authority promotes housing and service opportunities that encourage and support eligible individuals and families toward achieving greater independence and self-sufficiency.
The Livermore Housing Authority currently maintains the following programs: Public Housing, Housing Choice Voucher, Section 8 Project-Based Voucher, Family Self-Sufficiency Program, Homeownership Program, and Affordable Housing.
The Livermore Housing Authority is governed by a seven-member Board of Commissioners. The Board of Commissioners are appointed by the City Council and volunteer their services to the community.

THE POSITION
Under general direction of the Executive Director, the Deputy Executive Director is responsible for providing professional assistance to the Executive Director in the management of day-to-day operations of the Authority.
The Deputy Executive Director assists the Executive Director in the management of the day-to-day operations of the Authority; provides policy direction to senior management; monitors and evaluates the activities and services of the agency’s various departments; reviews, recommends for approval by the Executive Director and Commission; monitors the implementation of goals, objectives, policies, and procedures for all agency departments and divisions; and serves as Acting Executive Director in the absence of the Executive Director.
The Deputy Executive Director participates in the selection process for senior level management positions; provides policy direction regarding the development of the Authority’s annual operating budget and various programmatic budgets; reviews and approves decisions rendered by Human Resources Unit regarding the disposition of employee complaints/grievances; provides policy direction as needed regarding the administration of the Authority’s conventional and assisted housing programs, and the provision of preventive, routine, and emergency maintenance services for conventional public housing developments; and conducts periodic meetings of senior management staff.
THE IDEAL CANDIDATE
The ideal candidate will be an effective manager and leader who is focused on serving the needs of the Housing Authority. The Deputy Executive Director will encourage optimization of Agency programs and services. The candidate’s vision should be creative and innovative while possessing a regional view of planning and policy issues. The new Deputy Executive Director should possess the ability to build collaborative relationships with Agency staff and stakeholders as well as the community.
This position requires an individual who is articulate, persuasive, and passionate about the Authority’s mission and who will support the current culture of positive staff investment in projects and people. A candidate who is self-motivated and results-oriented would do well in this position, as would someone with a strong work ethic and entrepreneurial spirit.
The ideal candidate will possess excellent communication and interpersonal skills and a desire to build and maintain strong working relationships with staff, the Board, community members, and public sector partners. Candidates who are effective and comfortable in presentation situations are sought, as this person may be called upon to speak with a variety of diverse audiences. A candidate who demonstrates appreciation of the value of input from various sources and the ability to ensure that all people feel respected and heard will do well in this position.
The chosen candidate must be a creative problem-solver who is willing to work as a key member of the executive team to achieve the goals of the Authority. A candidate with previous professional or personal experience working in a non-profit agency is particularly desirable. The successful candidate will demonstrate technical skill, depth of experience, and strength of character. The Deputy Executive Director must be well-versed on the purposes, operations, limitations, and management of the Agency. Strong background experience in the development of affordable housing is absolutely essential.
Candidates must possess education equivalent to the completion of a Bachelor’s degree from an accredited college or university in public or business administration, finance, education, the social sciences, or a related field; and five (5) years of increasingly responsible administrative experience in the development, planning, funding, implementation, and/or operation of public sector programs, services, or activities with at least three (3) years of experience in a significant management capacity in a public housing agency. The successful candidate will have sensitivity to and experience working with the ethnically and culturally diverse individuals, communities, agencies, and organizations which comprise the constituency of the LHA.
THE COMPENSATION
The annual salary range for the Deputy Executive Director is $82,843.15-$100,696.36; placement within this range is dependent upon qualifications and experience.

The Livermore Housing Authority offers an attractive benefits package, including:
- Retirement – Public Employee’s Retirement System (PERS). Employee’s share (7% of employee’s salary) is paid by the employer and is tax-deferred.
- Deferred Compensation Plan – A deferred compensation plan through VOYA Retirement Insurance and Annuity Company. Participation is optional.
- Life Insurance – $25,000 Life Insurance per employee and $1,000 Life Insurance per dependent paid by employer. Optional additional Life Insurance $25,000 additional cost paid by the employee.
- Medical, Dental, & Vision – All Medical plans have a choice of Single, 2-Party, or Family. Employer pays a yearly cap amount towards Employee and Dependent Medical, Dental, and Vision Insurance.
- 9/80 Work Week – 9/80 Work Week. Every other Friday off.
- Annual Leave – Employed 1-5 years, 11 working days per year; employed 5-15 years, 15 working days per year; employed more than 15 years, 1 additional working day for each year over 15 years, to a maximum of 20 days (160 hours). Hours may be carried into the new calendar year.
- Sick Leave – 1 working day for each calendar month of service. 60 days (480 hours) maximum may be carried into the new calendar year. Sick leave over the maximum will be accumulated and credited toward years of service for PERS retirement purposes.
- Management Leave – 5 working days of Supervisory leave per calendar year; 1 working day of Personal Leave per calendar year.
- Holidays – 15 paid holidays per calendar year; 1 floating holiday.
